The Scorecard was presented at the American Society for Public Administration Conference in March. According to the Scorecard, states receive their ratings if they follow certain indicators including litter taxation, per person daily waste disposal by state, percentage of "profiled litterers" per state, among other criteria.

Since 2008, the American State Litter Scorecard approximates a state’s overall public spaces and environmental quality condition "through tried-and-true, hard-to-obtain measures, resulting in a Score total for each and every state."
